To improve the chances of successful integration of jobseekers into the jobs market, the legislator makes use of certified training providers and training measures in accordance with the German Regulation on Accreditation and Approval for Employment Promotion (AZAV) for integration into employment. In this respect, successful certification is considered to be an approval, and is therefore a prerequisite for participation in the market for employment promotion as specified by the provisions of Book III of the German Social Code (SGB).

Your approval as a provider according to the AZAV at a glance
All training providers and recruitment agencies can be certified as providers as a whole or have individual training offers certified and thereby demonstrate that they meet all the requirements of Book III of the German Social Code and the AZAV. If you are approved as a training provider according to the AZAV, jobseekers can redeem their training vouchers or their activation and placement vouchers (AVGS) from the Federal Employment Agency or Jobcenter in your company. Training providers can be granted approval according to the AZAV for five years. Measures can be certified for a maximum of three years.

Provider approval is compulsory for all training providers and includes a documented assessment and subsequent on-site audit. This requires efficiency, reliability, personal and professional suitability, a quality assurance system and the appropriate contractual conditions for the participants.

Step 2 – approval of measures
As a rule, the approval of measures is a documented assessment of the measures for the activation and integration into employment as well as the measures for further vocational training which are promoted with the activation and placement voucher (AVGS) and/or the training voucher (BGS). An exception here are recruitment agencies. For the approval, the concept of the measure, the costing of the measure and other documents are assessed in terms of their appropriateness for their purpose, cost effectiveness and efficiency as well as appropriate conditions for participation.

The requirements of the German Regulation on Accreditation and Approval for Employment Promotion (AZAV) are specified in the recommendations of the Advisory Board according to Section 182 of Book III of the German Social Code (SGB) and the implementation instructions according to Section 6 (2) of the AZAV of the Federal Employment Agency and are binding. In particular, Section 2 of the AZAV defines the capacity of the provider and the system for ensuring quality.
Certification is available for the following areas:
- FB 1 - Activation and integration into employment (Section 45 of Book III of the German Social Code (new))
- FB 2 - Success-based remunerated placement into employment
- FB 3 - Promotion of the choice of career and vocational training (Sections 48 to 80 of Book III of the German Social Code (new))
- FB 4 - Promotion of further vocational training (Sections 81 et seq. of Book III of the German Social Code (new))
- FB 5 - Transfer benefits according to Sections 110/111 of Book III of the German Social Code (new)
Prerequisites for successful provider approval include, among other things, a customer-oriented mission statement, methods for the promotion of individual learning processes, an agreement on goals and measures for optimizing and improving the individual performance. As regards the approval of measures, the points are supplemented by the labor market relevance of the measures and similar factors.
