An Overview of Our ARR Services
The German Federal Motor Transport Authority (KBA) and the Luxembourgish approval authority, Société Nationale de Certification et d'Homologation (SNCH), are responsible for granting and monitoring approvals for vehicles, systems, components, and separate technical units. A prerequisite for national and international approvals is evidence that all applicable legal and approval-relevant requirements are continuously fulfilled.
As part of the assessment of approval-relevant requirements (ARR), DEKRA supports manufacturers and suppliers in providing this evidence. This includes assessing compliance with approval-relevant requirements as part of a certification procedure (KBA certification) for your quality management system, as well as assessing compliance with approval-relevant requirements outside a certification procedure through the CoP procedure for the KBA and SNCH.
The objective of these ARR procedures is to demonstrate and provide evidence of effective Conformity of Production (CoP). This ensures that approved products not only comply with the applicable requirements at the time of the initial assessment, but that production processes, quality measures, and control mechanisms also remain permanently suitable for ensuring conformity.
KBA Certification
(Procedure for assessing compliance with approval-relevant requirements as part of a certification procedure)
Our experienced experts provide competent support in meeting the GRA requirements of the German Federal Motor Transport Authority (KBA). In conjunction with ISO 9001 certification, we additionally assess your quality management system against the specific requirements of the KBA. Following a successful assessment, you will receive a KBA certificate supplement as evidence of compliance with the ARR requirements.

KBA Verification
If your quality management system is not certified, or if certification is not planned for your company, KBA verification provides a practical alternative for demonstrating Conformity of Production (CoP-P or CoP-Q). Please note that this procedure is not possible for components with type approvals.

KBA verification is particularly suitable for small and medium-sized companies in the automotive industry that have a part approval and require recognized evidence for their approval procedures.
Please note: KBA verification is a phase-out procedure of the German Federal Motor Transport Authority (KBA) and will be discontinued as of June 19, 2028. Companies should take this into account when planning their approval and compliance evidence strategy.
CoP Procedure
(Procedure for assessing compliance with approval-relevant requirements outside a certification procedure)
We support you with your initial ARR assessment by preparing and evaluating a CoP report. This provides a recognized basis for applying for approvals from the German Federal Motor Transport Authority (KBA) and the Luxembourgish approval authority, Société Nationale de Certification et d'Homologation (SNCH).
As part of the assessment, our experts verify whether the processes and measures described in the CoP statement have been effectively implemented within your organization. In addition, we assess the approval-relevant requirements applicable to your company and evaluate whether your existing production and quality processes are suitable for ensuring sustained Conformity of Production (CoP).
In addition to the initial ARR assessment, we also support you with the CoP assessments required at regular intervals for repeat applications. This provides ongoing evidence of the conformity of your production and quality processes and establishes the basis for maintaining existing approvals.

Regular annual surveillance to ensure continued compliance with the applicable requirements. - Recertification
Three years after initial certification, the recertification audit repeats steps two to four to renew your certification.
