Air Liquide's “Trailblazer” electrolysis plant
First Successful ISCC EU RFNBO Certification Audit by DEKRA Certification
DEKRA Certification GmbH has successfully conducted the first ISCC EU RFNBO certification audit at Air Liquide Germany’s Oberhausen site – marking the firstever RFNBO certification in accordance with the 37th BImSchV. The audit certified the production of renewable hydrogen from the 20-megawatt "Trailblazer" electrolysis plant. This plant utilizes renewable energy sources for hydrogen production and represents a key milestone for the energy transition and the decarbonization of industrial processes.
This certification confirms that the hydrogen produced in Oberhausen meets the sustainability criteria for Renewable Fuels of Non-Biological Origin (RFNBOs). It is a crucial step in scaling up the market for renewable hydrogen and its application in industry, mobility, and energy storage.
Official Recognition by the European Commission
The significance of ISCC EU certification was recently emphasized by the European Commission. Effective from December 19, 2024, ISCC EU has been officially recognized as a voluntary certification system for RFNBOs, Recycled Carbon Fuels (RCFs), and forestry biomass. This recognition marks an important step toward ensuring sustainable energy carriers and achieving climate targets.
High Relevance for the Energy Transition
Renewable hydrogen plays a central role in the future energy system. It can replace fossil fuels in various applications and significantly reduce CO₂ emissions in energy intensive industries and the mobility sector. The electrolysis technology used in Oberhausen demonstrates how renewable hydrogen can be produced on an industrial scale in an economically and environmentally sustainable way.Dr. Rolf Krökel, Managing Director of DEKRA Certification GmbH, explains:
"The successful RFNBO certification of Air Liquide's 'Trailblazer' electrolysis plant in Oberhausen, based on the ISCC EU system, proves that the energy transition is not just a vision but a reality. Renewable hydrogen can be produced and certified according to the highest sustainability standards – and this transparency is key to market acceptance. With our expertise, we ensure that companies not only comply with European regulations but also actively shape the future of climate-friendly energy supply."
DEKRA Certification GmbH Recognized as a Certification Body
By official notice dated February 24, 2025, the German Environment Agency has granted DEKRA Certification GmbH provisional recognition as a certification body for RFNBOs. This recognition was a crucial prerequisite for successfully conducting the ISCC EU RFNBO certification audit at Air Liquide Germany’s Oberhausen site. The recognition applies to the scope of the revised 37th Ordinance for the Implementation of the Federal Immission Control Act (37th BImSchV) and is valid internationally.
The recognition of DEKRA Certification GmbH as a certification body highlights the importance of sustainable certification processes for the energy transition. It ensures compliance with Directive (EU) 2018/2001 (RED II) and Delegated Regulations (EU) 2023/1184 and 2023/1185. Companies relying on RFNBOs and RCFs now have a reliable basis for integrating these climate-friendly energy carriers into the market. This enables a smooth transition of the energy system and provides planning security for all stakeholders.
